The Board is responsible for setting strategic direction, approving policies, and ensuring that resources are managed efficiently and ethically. Board members monitor compliance with regulations, oversee financial health, and make decisions that align with Haldimand FHT’s goals and mandate. Through diligent oversight, the Board fosters transparency and trust between the healthcare organization and the public it serves.

Marcey Quenneville, Chair
Marcey Quenneville is a seasoned sales executive and commercial leader who brings extensive experience to the Board of Directors. With over 20 years in strategic sales management, Marcey has driven organizational change and significant growth for two renowned global medical device companies and serves on the Board of Directors for MedTech Canada. She holds an Honours BSc in Nutrition from Western University and recently completed her Executive MBA at the University of Fredericton. Marcey’s leadership extends beyond sales, actively contributing to corporate strategy, compliance, and governance. She is known for her collaborative approach and ability to navigate complex situations. Marcey has supported the Dunnville Minor Hockey Association and the Grand Erie District School Board.
Jennifer Juhlke,
Vice-Chair
Jennifer is a Corporate Group Benefits Specialist, working with RBC Insurance for the last 15 years. She earned a Business Economics degree from Brock University and holds her designation as a Certified Employee Benefits Specialist with the International Society of Benefits.
Since starting her career with RBC Insurance, Jennifer has successfully been provided career opportunities, in 2022 promoted to the role of Sr. Manager of Renewal Sales Support, where she built and established the first National team. In 2022, Jennifer was awarded the RBC Performance convention award for her leadership and dedication to the overall success of the RBCI business. Then again in 2024 recognized with a Leading from the Front Award at the RBCI Annual Sales Meeting.
Last summer, 2024, Jennifer became a member of Haldimand community where her family settled in Lowbanks. Having access to proper Health care was a critical part of making the decision and found that with the Family Services Team around along with Haldimand War Memorial Hospital nearby, they felt confident in making the move.
She is a strong advocate for a healthy approach to life, has a passion for helping others with strong leadership presence. She looks forward to working with the Board to support local Health Services, education platforms and build awareness of equitable access to all.

Kimberly Chamberlain is an experienced healthcare leader, Manager of Clinical Practice with a background in Clinical Education at Mohawk College, having a strong focus on advancing quality care, clinical excellence, and team development. She brings a strategic and patient-centered approach to her work, ensuring that evidence-based practices are consistently implemented across clinical programs.
Rebecca Orr,

Rebecca Orr is the founder and owner of Liminality End of Life Doula Services and has spent the past 15 years supporting individuals and families through grief, serious illness, palliative care, and end-of-life experiences. Her professional background includes work as an End-of-Life Doula, Grief Counsellor, Palliative Care Personal Support Worker, and experience within both the healthcare and funeral sectors.
Prior to this work, Rebecca held management positions in the retail, banking, and casino industries, providing her with diverse leadership and organizational experience.
Since moving to Caledonia in 2023, Rebecca has been committed to becoming actively involved in the community both personally and professionally. She is passionate about supporting and educating individuals and families navigating healthcare journeys, with a particular focus on palliative and end-of-life care and is dedicated to helping strengthen compassionate community-based care throughout Haldimand County.
Dr. Marilyn Robertson,
Board Member
Dr. Marilyn Robertson is a family physician who had a large practice in Caledonia for 32 years and was part of the Haldimand FHT. She retired in March 2024 and remains active in the medical field. Dr. Robertson is a lifetime resident of Haldimand and is committed to improving the healthcare for residents. She has been on the Board of the Haldimand FHT since 2021.

Dan Hill, CPA, CA is a seasoned healthcare executive and Vice President Finance & Chief Financial Officer at Norfolk General Hospital. He provides financial leadership across Norfolk General Hospital, West Haldimand General Hospital, and Norfolk Hospital Nursing Home, overseeing a broad portfolio that includes finance, information technology, clinical support services, facilities, and privacy.
With extensive experience in community and rural healthcare, Dan has a proven track record of strengthening financial sustainability, advancing digital health initiatives, and improving access to care.
Dan is recognized for his collaborative leadership style, working closely with Boards, foundations, government, and regional health partners to enhance patient and community outcomes. He is committed to operational excellence, innovation, and integrating lived experience into health system planning and decision-making.
Lorraine McGrattan,
Board Member
Lorraine McGrattan brings nearly 40 years of healthcare experience through her career with Hamilton Health Sciences. For more than 20 years, she served as Manager of Volunteer Resources, leading volunteer programs across multiple hospital sites and supporting patient-centred care through community engagement and volunteer leadership.
Lorraine has demonstrated a longstanding commitment to volunteerism and professional leadership. She is a Past President of the Professional Association of Volunteer Resources of Ontario (PAVRO) and a Past President of the Hamilton Administrators of Volunteers (HAV). Throughout her career, she championed the important role volunteers play in enhancing the patient and family experience within healthcare settings.
Since retiring in 2019, Lorraine has remained committed to supporting her community and advancing access to quality healthcare. She brings extensive healthcare leadership experience, governance knowledge, and a strong understanding of community engagement to her role on the Haldimand Family Health Team Board of Directors.

Dr. Chinwe Okechukwu is a Family Physician with a large practice in Caledonia and has served as a Board Director with the Haldimand Family Health Team since 2025. She is committed to strengthening rural primary care through accessible, team-based, patient-centred services. Dr. Okechukwu brings experience in quality improvement, collaborative practice, and system-level planning.
